Cass County Sheriff Jesse Jahner issues statement on alleged criminal behavior involving former, current deputies

(CASS COUNTY, ND) — Cass County Sheriff Jesse Jahner has released a statement regarding alleged criminal behavior involving former and current Cass County deputies.

On Tuesday, criminal charges were filed against former Deputy Carson Quam. Quam’s employment ended with Cass County Government in September of 2024.

Sheriff Jahner was notified on Monday that current Cass County Deputy Philip Larson was charged in Clay County District Court with furnishing alcohol to a person under the age of 21.  Larson was placed on administrative leave this past October.   

The Sheriff’s Office says former Deputy Darin Viken’s alleged criminal conduct, whose employment was terminated in July of 2024, remains under review by the Grand Forks County State’s Attorney’s Office.

“Our agency is extremely upset and disappointed to learn of the alleged criminal behavior of two former employees and a current employee who is on administrative leave,” Jahner said in a statement. “As Sheriff I will always stand with the men and women in Law Enforcement and the Law Enforcement Profession as one of their strongest supporters. Since I first began my career in Law Enforcement in 1998, I have devoted my life to protecting and serving our communities.”

Jahner addressed the criminal behavior of the three.

“The alleged behavior of these three individuals is behavior that has caused a range of emotions for our staff from betrayal, frustration, embarrassment and anger,” he said. “Emotions that stem from a belief that our staff are going to do the right things every day both on and off duty so that our community trusts and believes in us. I stand with our staff and the law enforcement profession when I say that those in our profession who commit this type of alleged activity are not welcome at our organization, or in the law enforcement profession and should be held accountable through our criminal justice process.“
