SWAT called, Fargo man arrested on aggravated assault charges

(FARGO) — One person has been arrested following an incident Saturday night in Fargo.

At 11:21 p.m. on Saturday, Fargo Police received a report of an adult male physically assaulting two individuals in a home in the 1000 block of Monte Carlo Drive.

The two individuals, both adults, were able to escape the home before officers arrived. One victim was taken to a local medical facility in a private vehicle; the other victim declined medical treatment.

 Upon arrival, officers learned the suspect was still in the home. The victims told police that the suspect, identified as Frankie Manuel Moran, had made threats to shoot officers if they entered the home.

Residents in the neighborhood were asked to shelter in place as officers responded to the incident.

Using a public address (PA) system, the FPD announced their presence and repeatedly ordered Moran to exit the home. Moran refused to obey officers’ orders.

The Red River Valley SWAT Team was called to the scene to assist with removing Moran from the home. SWAT negotiators made contact with Moran in an attempt to bring the situation to a peaceful resolution, but he refused to cooperate.

At approximately 5:15 this morning, SWAT officers utilized a chemical irritant to remove Moran from the home and took him into custody without incident.

Moran, a 35-year-old Fargo resident, was arrested for two counts of aggravated assault. He is being held at the Cass County Jail.
